It appears that the TRACS fix to Field 16 on the MAT30 Section 2 record is now working as intended. This fix was implemented by HUD to prevent the TRACS system from rejecting vouchers that were submitted using the new HUD Handbook regulations version 2.0.2.B. We have received confirmation from several sources that HAP Vouchers (MAT 30s) are now being accepted with either zeros or spaces in Field 16. Previously, many sites had their vouchers rejected because the TRACS System did not allow spaces in Field 16, even though the MAT Guide stated that this was the preferred format.

Many Contract Administrators fixed the files for sites by changing the spaces to zeroes and submitted them on through TRACS. However, we recommend anyone who is not 100% sure that their HAP was accepted check the secure REAC website for confirmation. If it was not accepted, use the following instructions to submit your HAP again.

Go to Information | Contracts. Click on the contract that you had a Voucher rejected for, and then click on the HAP Requests button on the top right.

Select the Voucher that was rejected, and then click Create 52670. A window will appear showing the Voucher ID as all 9s. Leave this field filled in with all 9s unless you have been instructed otherwise by HUD or by your Contract Administrator. This will recreate the TRACS file for this Voucher, and it will prompt you to go to Utilities | Export TRACS Files to export and resubmit the Voucher to HUD or to your CA as usual.
